The era of SIM Cards with static IMSIs issued by cellular operators is changing. Operators are introducing multi-IMSI SIM cards, where subscribers can just buy IMSIs via App stores that are provisionned remotely via OTA (Over the air) technology. This leads to IMSIs being used by subscribers in a different country than the original issuing operator which creates new legal intercept challenges. IMSIs are also reycled and reassigned quickly, so that a subscriber can no longer be uniquely identified by its IMSI.
